Terms of Service
1. Agreement
By subscribing to or using FullCount Data (the "Service"), you agree to these terms. If you are using the Service on behalf of a company, you are agreeing on that company's behalf.
2. The Service
FullCount Data is a monthly data subscription. We collect building permit records directly from public county portals, starting with solar and photovoltaic permits in Unincorporated San Diego County, CA — the county's own jurisdiction; incorporated cities run separate permitting portals and are not yet included — and deliver them along with a daily completeness report describing what was collected, which days had zero solar filings, and whether any portal response appeared truncated.
3. Subscription and billing
The Service is offered as a single plan at $299 per month, billed in advance and processed by a third-party merchant of record, who handles payment processing and applicable tax. You may cancel at any time; see our refund policy for what happens to your access and billing when you cancel.
4. Acceptable use
The data and reports are for your own business use. Please don't resell, republish, or redistribute the raw feed to third parties without our written permission, and don't attempt to scrape, reverse-engineer, or overload this website or the Service.
5. Data accuracy
We collect permit records directly from public county sources on a best-effort basis. The daily completeness report exists so that gaps — a portal that returned nothing, or a response that looked truncated — are disclosed rather than hidden. Beyond what the completeness report states, the Service is provided without a warranty that every record is present or error-free.
6. Intellectual property
Underlying permit records are public government records. The compiled dataset, the completeness reports, and the content of this site are owned by us.
7. Termination
We may suspend or terminate access for non-payment or misuse of the Service.
8. Limitation of liability
To the extent permitted by law, our total liability arising from the Service is limited to the fees you paid in the three months before the claim, and we are not liable for indirect or consequential damages.
9. Changes to these terms
We may update these terms from time to time. The current version will always be posted at this page.
